The National Security Coordination Centre (NSCC) is a unit of the Government of Singapore, assigned the role of national security policy coordination and planning. This includes providing overall coordination and management of the Risk Assessment and Horizon Scanning (RAHS) programme, which has been identified as a key capability for Singapore. RAHS seeks to enable Government agencies to detect and anticipate emerging trends, thus helping to avoid strategic surprise. It also facilitates inter-agency collaboration in an online interactive environment, thereby encouraging a Whole of Government approach to dealing with issues.

In addition, the NSCC monitors the on-going development of capabilities to address threats stemming from biological, chemical, radiological and cyber terrorism, as well as initiatives to enhance aviation, maritime and land transport security. It also embarks on programmes to educate and raise the public’s awareness of issues related to national security.

The Centre of Excellence for National Security (CENS) is a research unit of the S. Rajaratnam School of International Studies (RSIS) at the Nanyang Technological University. Established on 1 April 2006, CENS is devoted to rigorous policy-relevant analysis of a range of national security issues.

One area of research by CENS is in RAHS, particularly in analyzing the full range of existing and emerging concepts, methods and techniques. Towards this end, it has established a network with overseas counterparts to promote information exchange and pursue research collaboration initiatives.

CENS produces regular RAHS publications and weak signals monitors, and organizes conferences and workshops on the theme of RAHS in various domains. Events organised include the International Risk Assessment and Horizon Scanning Symposium, the first of which was held in Singapore in Mar 2007. CENS is also currently in discussion with potential partners to roll out a Strategic Foresight Programme for Masters students at RSIS in the 2008/9 Academic Year.

In addition to RAHS, CENS actively conducts research in two other key areas, namely Social Resilience and Homeland Defence.
